Jakarta, 20 April 2025 — The Legal Aid Advocacy Foundation (SIBAKUM), a nonprofit organization dedicated to legal advocacy and public education, has officially published an e-book designed to provide clear and comprehensive insights into Cannabidiol (CBD)—a non-psychoactive compound derived from Cannabis sativa. The publication aims to strengthen Indonesia’s healthcare sector by enhancing awareness and understanding of CBD’s potential medical benefits.
This initiative reflects SIBAKUM’s commitment to increasing public literacy in both law and health, particularly in regard to scientific research and regulatory discourse surrounding CBD. The e-book serves as a credible starting point for medical professionals, academics, policymakers, and the general public interested in exploring CBD’s role in health and legal frameworks.
The publication includes contributions from three prominent figures in law, healthcare, and scientific research, each offering informed perspectives on CBD.

“Narcotics policy should not rely solely on repression. The state must allow space for medical and scientific research on compounds like Cannabidiol that show potential health benefits,” stated Dr. Anang Iskandar, S.I.K., S.H., M.H., former Head of Indonesia’s National Narcotics Agency (BNN) (2012–2015) and supervisory board member of SIBAKUM.
“CBD is non-addictive and has a well-established safety profile. International studies demonstrate its effectiveness in pain relief, anxiety management, and epilepsy treatment. Indonesia needs to catch up on research and medical applications of this compound,” explained Viqqi Kurnianda, Ph.D., researcher at Ryukyus University, Japan, and Secretary of SIBAKUM.
“Indonesia’s legal stance on CBD remains stagnant, lagging behind scientific progress. It’s time to reevaluate narcotics regulations to uphold citizens’ constitutional rights to healthcare,” asserted Dr[c]. Singgih Tomi Gumilang, S.H., M.H., lawyer, doctoral candidate in law at Universitas Sebelas Maret, Surakarta, and Chairman of SIBAKUM.
